OpenAI, Oracle and Vantage Data Centers plan to develop a major data center campus in Port Washington, Wisconsin, as part of OpenAI and Oracle’ s broader Stargate expansion – which aims to add up to 4.5 gigawatts of AI capacity worldwide.
Amkor Technology, a global leader in semiconductor packaging and test services, has broken ground on a $ 7 billion advanced packaging and test campus in Arizona, marking a major step toward strengthening the US semiconductor supply chain.
Named Lighthouse, the Wisconsin campus will feature four state-of-the-art data centers delivering nearly one gigawatt of AI computing power.
Construction begins soon, with completion expected in 2028. The project will create more than 4,000 union construction jobs and 1,000 long-term positions, generating an estimated $ 2.7 billion in regional GDP.
Vantage will invest at least $ 175 million in local infrastructure, including upgrades to water and wastewater facilities and new power systems designed to protect consumers from rate increases. The site will run on 100 % matched zero-emission energy, supported by new solar, wind and battery resources that will also supply Wisconsin’ s broader grid.
Environmental goals include water-positive operations and native habitat restoration across 170 acres and LEED certification.
Executives from OpenAI, Oracle and Vantage said the project will expand US AI infrastructure, create good jobs and strengthen sustainable growth in the Midwest. Local leaders hailed the investment as a transformative driver of economic opportunity and innovation for southeastern Wisconsin.
Together with Vantage’ s Frontier campus in Texas, the company’ s North American investments now exceed $ 40 billion, underscoring its commitment to building sustainable, large-scale digital infrastructure to power the next generation of AI.
The facility – supported by the CHIPS for America Program – will be the first high-volume advanced packaging plant in the United States. The project expands Amkor’ s initial investment by more than $ 5 billion to include a second greenfield facility and additional cleanroom space.
When fully built out, the campus will provide 750,000 square feet of cleanroom space and employ up to 3,000 workers. Construction of the first manufacturing building is expected to finish in mid- 2027, with production slated to begin in early 2028.
The Arizona site will anchor domestic semiconductor packaging operations and support leading technology customers including Apple and NVIDIA. It will also complement TSMC’ s wafer fabrication plant nearby, creating an end-to-end semiconductor ecosystem in the state.
