SCSP launches Commission on US Quantum Primacy to secure global tech leadership
The Special Competitive Studies Project( SCSP) has launched the Commission on US Quantum Primacy.
The bipartisan commission will develop a national strategy that ensures American leadership in the accelerating quantum race.
As quantum technologies move from theory to real world deployment the opportunity to secure long term advantage is narrowing.
The fourteen-member commission brings together leaders from Congress, national laboratories and the private sector to connect innovation with national power.
Ylli Bajraktari, SCSP President and CEO, co-chairs the commission with Senator Todd Young and Senator Ben Ray Luján – leading a distinguished group of experts across technology and security.
The commission will focus on building a secure quantum industrial base, maintaining information advantage and accelerating integration with classical systems. It aims to strengthen national security drive innovation and boost economic growth.
The commission will assess the US quantum ecosystem and deliver actionable policy recommendations to ensure the United States defines the quantum era rather than follows it.
Leaders emphasized urgency, citing global competition and the need for coordinated action.
SCSP continues its mission to advance emerging technologies that shape national security, economic strength and society. Through collaboration across government, industry and academia, the initiative seeks to align research, investment, talent development and supply chains with strategic priorities.
By fostering innovation ecosystems and scaling practical applications, the commission will help translate quantum breakthroughs into operational capabilities that support defense intelligence and commercial leadership. Its findings will guide policymakers and stakeholders toward sustained global competitiveness.
